Council’s Chairman, YB Datuk Tiong Thai King highlighted the following issues :

1. 3rd Sibu Tower Run 2019

The third Sibu Tower Run 2019 bounces back this year again after a successful debut in year 2017 in conjunction with Visit Sibu Year 2017. Sibu Tower Run 2019 is jointly organised by Sibu Municipal Council and Underground Runners Club Sibu on 10th March 2019 (Sunday). Pelita Towerview Management, once again support the event by providing the venue, the tallest building in Sarawak as sports arena exclusively for Sibu Tower Run. Total number of registration as todate is slightly improved than last year whereby there are 248 registered participants originally from Sarawak, Sabah, West Malaysia, Brunei and Kenya. All participants of Sibu Tower Run are protected under Event Liability Insurance and Group Personal Accident Insurance during the actual day run.

2. Love Earth Day Campaign 2019

With the global theme “Protect our Species”, Council is undoubtedly taking the lead to educate local citizen through variety of awareness programmes about the importance to protect nature’s gifts to our planet by actively participating in global environmental protection movement that could definitely embraces nature and its values. This year, Council would continue to work closely with Co-Organiser JCI Sibu to spearheading awareness programmes in collaboration with Education Department Sibu. On top of that, launching of Ecobricks is another highlights of the Love Earth Day Campaign 2019. The Opening ceremony of the campaign shall be held at the lobby of Wisma Sanyan on 20th April 2019 (Saturday) at 1:00p.m. to be officiated by YBhg. Mdm. Hajah Rogayah Binti Jamain, Council Deputy Chairwoman whereas Closing Ceremony to be officiated by Council Chairman, YB Datuk Tiong Thai King on 21st April 2019 (Sunday) at 2:00p.m.

3. Say No to Plastic Straw Campaign

In an effort to reduce plastic waste towards soothing climate change, Council has initiated launching of “Say No to Plastic Straw Campaign” in conjunction with Council annual green event “Love Earth Day Campaign”. All proprietors of eatery outlets, restaurants and coffee shops are reminded not to supply customers with plastic straw after the launching ceremony of the campaign. “Say No to Plastic Straw” shall be included as one of the licence conditions to be implemented and enforced with immediate effect on 1st January 2020.  A grace period for clearing balance stock of plastic straw to be granted to all relevant proprietors until 31st December 2019. The balance stock of plastic straw could be creatively utilized as handicraft.

4. Closure of Open Mall (Pasar Tamu) for Weekend Traders at Sibu Central Market

Members of general public are reminded that temporary closure of Open Mall (Pasar Tamu) at Sibu Central Market starts from 1st March 2019 until October of 2019 in order to give way to temporary trading site for the affected stallholders, who are currently trading at the ground floor of Sibu Central Market during renovation period to improve facilities thereat. All weekend traders are advised to trade at Sunday Market (Jalan Mahsuri), adjacent to Jalan Dr. Wong Soon Kai as an alternative.

5. Prohibition of Smoking at Eating Places
In line to create a smoke free environment to all the people in Sibu, Council shall implement smoking ban at all eatery outlets as circulated by Ministry of Local Government and Housing with immediate effect on 1st March 2019 whereby an education enforcement shall be commenced in the period of six months.

6. Assessment Rates Bills

All Assessment Rates Bills of first and second halves year 2019, a total of 99188 bills of properties had been sent out to properties owners consisting of residential, commercial and industrial on early of February 2019 by Council Rating and Valuation Section.

Cooperation is sought from all rate-payers to settle payment as early as possible to avoid last minutes rushing that might cause inconveniences and fulfilling responsibilities of rate-payers.

Apart from that, Council wishes to remind all rate payers that assessment bill for the first half of year 2019 should be settled before 31st May 2019. Duplicate copies of Assessment Bill could be obtained from SMC Counter, Kaunter Agensi Kerajaan Negeri Sarawak UTC1, Sibu Central Market Multi Storey Car Park, No. 2, Jalan Bengkel, Sibu. Payment could be settled either at UTC Sibu, Paybill Malaysia Jom Pay and Sarawak Pay. The Council shall not entertain any claim that the bill has never been received.

7. Open-up Parking Ticketing Booths for Advertisement or Mural

In line to transform Sibu into a more vibrant living space, Council would like to invite all local citizens, artists and corporate bodies to submit proposals for making advertisement or mural particularly other workable concepts so as to beautify all together 11 nos. of parking ticketing booths within jurisdiction of Council.

8. Walkable Programme for Sibu CBD Area

Objective of the programme is to make Sibu CBD area into a Pedestrian-friendly and walkable CBD area in Sarawak by year 2020. Therefore, Council had arranged a site visit to our CBD area that divided into 3 zones on 26th February 2019. As such, beautification aspects such as continuous pedestrian footpaths, safety of the backlanes and cleanliness are the essential elements to establish a tackforce group to be led by Cr. Albert Tiang Ming Ing comprising of members from Standing Committee for Building Control and Town Beautification, Standing Committee for Works and Traffic and Standing Committee for Public Health and Municipal Services.

9. Green Building Index (GDI) Assessment Proposal for Sibu Central Market

Ministry of Local Government and Housing (MLGH) has been appointed by Sarawak Multimedia Authority (SMA) to lead the execution of the Green Building Index (GBI) for the state of Sarawak as part of Sarawak Digital Economy Initiatives.  

The Green Building Index (GBI) is Malaysia’s first comprehensive environmental rating system for buildings developed by Persatuan Arkitek Malaysia / Malaysian Institute of Architects (PAM) and The Association of Consulting Engineers Malaysia (ACEM). It is specifically for Malaysian tropical weather, environmental and developmental context as well as cultural and social needs.

Green Building Index (GBI) evaluates the environmental design and performance of Malaysian buildings based on the six (6) main criterias.

  • Indoor Environmental Quality (IEQ)
  • Sustainable Site Planning & Management
  • Materials & Resources
  • Water Efficiency
  • Innovation
In this execution, Sibu Municipal Council and another 6 main councils in Sarawak have been given the opportunity to nominate a building of their choice to undergo the pilot Green Building Index (GBI) Assessment to be funded by Sarawak Multimedia Authority (SMA). For this, Sibu Central Market has been nominated to undergo the Green Building Index (GBI) Assessment and approved by Ministry of Local Government (MLGH). In relation to this, Sibu Central Market is currently undergoing upgrading with some GBI components / inputs can be fitted/added into the design such as VSD in Water Pump System, Ventilation Exhaust System and Rain Water Harvesting System. Sibu Central Market is an icon of Sibu town as it holds the record as the largest indoor market in Malaysia. With a GBI Certification, it would be an added advantage to the market stall holders and can potentially be the largest and green indoor market at the same time.

10. Aviation Safety in Air Spaces

Members of general public in Sibu are reminded that release of Sky Lantern (Lantern Kunming) is prohibited since year 2013. Council received feedback from Management of Sibu Civil Aviation Department that some flights disrupted by the laser beam due to release of Lantern Kunming within the air spaces in Sibu. Releasing of these lanterns into the air will pose a serious safety risk to aircraft. Therefore, cooperation from public is sought to uphold civic consciousness in order ensure aviation safety in air spaces and floating lanterns are absolutely a public
hazard that might cause fire.

  Last but not least, I hope all Sibuans to uphold the best hospitality by welcoming tourist and visitors with professional customer services in conjunction with Visit Sarawak Year 2019.
