Interpretations and Components of the Guideline on Building
Growth of urbanization in the recent years have posed tremendous challenges to the planning authority as well as the local authorities. Any policy change to ingratiate these challenges will also affect the building industry practices. Therefore, it is crucial to update the local authorities on some of the changes in the interpretation of the Building By-Laws, 1994 in order to effectively regulate the Building industry.
Commencement of building operations, temporary permits and responsibility of person granted with the temporary permits [By law 15(1)(b) to (f) and by law 44] :
- The local authority must ensure that developer/contractor apply for temporary permit on all temporary structures erected at site in order to facilitate the building operations of the intended project.
- There shall be deposit imposed on the issuance of temporary permit as a performance bond to remove all the temporary structures and appurtenances upon completion of the project.
- As a security to ensure the removal of the temporary structures at the end of the project, the local authority shall collect security deposit from the developer/contractor.
- The security deposit shall be RM 5 per metre square of the floor area of temporary structure but subject to a minimum of RM500.00 and a maximum of RM20,000.00 and shall either be in the form of cash deposit of bank guarantee.
- The local authority may forfeit the security deposit if either of the following occurs :
- If the developer/contractor fails to remove all temporary structures within 30 days from the date of Certificate Practical Completion (CPC) of the project, the local authority is forced to enter and local authority may cause (including plants, tools, equipments, materials and goods) to be removed from the site; or
- In the case of abandoned/suspended project, the local authority is also required to enter and cause the same to be removed from site within 14 days after receiving public complaint on nuisance.
Roles and responsibility of local authority are expected to fully enforce the requirements contained herein and they are to ensure that the requirements are fully complied with by all building industry practitioners.

Public Complaints Channels
Council is providing various channels namely: SMC Hotline, SMC Councillors whatsapp group, LA Serve: 019-8179297 to receive cases such as malfunction of Traffic Light, pothole, scupper drain, illegal dumping via WhatsApp and Wechat during or after working hours and Talikhidmat 082-555999 system under the surveillance of state government. Therefore, we urged the general public to lodge complaints or requests through respective channels as provided.

Rates of Compounds
Council wishes to inform the general public that amount of compound of offences shall not be revealed under Council new policy whereby amount of the offences could be traced only with the respective compound issuance section upon making payment.
As such, the list of rates of compound for Parking section, Enforcement section and Public Health section as follows :
