Council’s Chairman, YB Datuk Tiong Thai King highlighted the following issues :

1. Love Earth Day

I wish to congratulate Cr Lai Chiong Ann, the Organizing Chairman for “Love Earth Day” Campaign this year, for organizing the event successfully on 20 & 21 April 2019.  With the joint efforts and contributions from SMC Councillors and staff, Representatives from Government Departments/ Agencies, Schools, co-organizers from JCI and NGOs, indeed Love Earth Day Event had achieved a higher level impact to promote the awareness of public on how to protect and love our Earth.  The Global Theme for Love Earth Day this year was “Protect Our Species”.

The 2-day “Love Earth Day” Campaign held at the Lobby of Wisma Sanyan was in line with 5s programmes, Refuse, Reduce, Reuse, Repair and Recycle.

Gimmick of Love Earth Day Campaign was “Say No To Plastic Straw” Campaign.  In relation to this campaign, the operators of eatery outlets were reminded NOT to provide any more plastic straws to the customers effective 20.4.2019.  Council is going to include “Say No To Plastic Straw” Campaign as one of the licence conditions with effect from 1.1.2020 since Malaysia Government has proposed to ban the using of plastic straws.

The Love Earth Day’s activities inclusive of planting trees and shrubs along Jalan lada, Jalan Kpg Nyabor and Jalan Tuanku Osman.  Ecobricks show-casing the slide and video show, mainly plastic bottles recycle such as chairs, tables, dustbins, wall, garden and book stand.  A series of “Love Earth Day” theme video was projected as follows :
  1. Illegal Dumping in Sibu Town.
  2. Ban of  Styrofoam.
  3. Say No to Plastic Bags Campaign.
  4. Say No to Plastic Straw Campaign.
Most Government Departments/Agencies were setting up exhibition booths and slide show on their respective By-laws, Workshop, Do-It-Yourself (DIY) demonstrations which had attracted huge crowds.

2. Earth Hour

This is also a significant event to connect people with Lights-Off event that aimed to raise awareness about climate change by switching off lights for 60 minutes in order to educate people reduce harmful carbon pollution to relief mitigate to the rising global temperatures.

3. Borneo Talent Awards (BTA 2019)

Cr Wong Hie Ping has been re-appointed as the Organizing Chairwoman for the 9th Edition Borneo Talent Awards this year. The Audition, Semi-Final and Grand Finale will be held on September 22 and 23 November 2019 respectively.  The actual dates and venues are as follows :

4. “SMC Customer Day”

Members of the public are hereby notify that SMC is going to hold its Customer Day on 27.4.2019 (Saturday), at the Lobby of Wisma Sanyan from 10:00 a.m. to 5:00 p.m.  With the theme “Go Green, Our Lifestyle”, Council strives to spearhead out objectives namely Sustainable Environment, Healthy Lifestyle and towards a vibrant and walkable city to all Sibuans.

I am glad to share that 30 Councillors are assigned in the website/arranged by Management with their respective zones covering the municipality of Sibu Municipal Council since October 2014.  The main objective of organizing “SMC Customer Day” is aimed to have a closer rapport of public between Councillors with the view to continuously improve the environment in terms of infrastructure, facilities, cleanliness and etc.  Members of public could interact as “Eyes” and “Ears” of SMC.

Besides that, a public speaking competition is open to all students of secondary schools to participate to enhance the awareness of “Go Green” in order to inculcate the students to apply green practices in their daily life.

5. Stock of 2-hourly Parking Coupon To Be Converted & Sell as “Half Hourly”

I wish to seek the understanding of public that there is a need to clear the stock of 2-hourly parking coupon from 2012 to 2018.  In order to limit the wastage, Council has decided to clear the existing stock and cut-down the printing cost, therefore, Council is going to convert and sell the stock of 2-hourly parking coupons as “HALF Hourly Parking Coupons”.

Public were advised NOT to scratch the YEAR but to scratch the month, day and time ONLY when using them.

6. Civic Consciousness

Civic Consciousness is a form of Social Consciousness, co-existing with the concept of citizen.  To promote civic consciousness, a community needs to create places and occasions for civic engagement to make a difference in the civic life of our communities.  Lack of civic consciousness may   result in some members of society to act rashly without thinking of the safety of others.

A few examples of no civic consciousness mind-set are as follows :
  1. Discarding of papers from the component of ATM machine outlets in banks.
  2. Illegal dumping of rubbish at roundabouts and along the road verge of residential areas and public places, thus become an eye-sores of public at large.
  3. No proper disposal of rubbish outside collecting hours and days that attracted stray dogs to scatter the rubbish everywhere.
  4. Illegal parking of vehicles along the road verge and road junctions causing obstruction to other road users and untoward accidents.
  5. Illegal tapping of electricity from street light causing loss of revenue to Council.
  6. Displaying of tables and other objects on parking bays causing obstruction.
  7. Displaying tampered parking coupons and etc.
I hereby appeal to all Sibuans to abide the laws as closely as possible.

7. Cease to Use Seng Ling Dumping Site at Oya Road

Members of public were reminded that Seng Ling Dumping site had been handed back to Land & Survey Department and officially announced to be ceased operation to public as from Friday, 12.4.2019.

Any bulk refuse, building debris and garden waste shall be disposed off at the Kemuyang dumping ground with effect from 12.4.2019.  I hereby seek for your kind co-operation and understanding.

Labour Day (Hari Pekerja) 2019 & Selamat Berpuasa

In line with National Theme: Pekerja Amanah, Aspirasi Negara, I would like to take this opportunity to wish all Councillors and staff of SMC, a “Selamat Hari Pekerja 2019” which falls on this coming Wednesday, 1 May 2019.  All employers were urged to show their appreciation to their workers’ contributions and obviously for the family of SMC, your contributions “Towards a Progressive and Advancement of the Quality of Life of the People of Sibu” is highly appreciated.  I wish everyone to have a teamwork spirit to achieve our Council’s vision of “A People Oriented Local Authority by 2020”.

Last but not least, I wish all Muslim Councillors and members of general public “Selamat Menjalani Ibadah Puasa”.

  Special Announcement

Termination of Contract Works

I wish to draw the attention of Members of public that Grass Cutting/Drain Clearance and Drain Sediment Removal Works for Zone 6, bounded by Jalan Merdeka & Lanes, Jalan Pedada & Lanes, Jalan Deshon, Brooke Drive, Rejang Park, Jalan Au Yong and Jalan Gambir Areas will be terminated on 30.4.2019 due to Breach of Contract Works.

A new contractor shall be engaged on a temporary basis to take up the Grass Cutting/Drain Clearance and Drain Sediment Removal Works for Zone 6 effective 1.5.2019 due to exigencies of service.  For information, as from January to early April 2019,  a total of 77 complaint cases were received through Talikhidmat and SMC Cares for the poor performance of the contractor.  This means that, Council would not tolerate with the poor performances of works carried out by any Contractor who neglected the customer needs and public expectation.
