YB Datuk Chairman highlighted the following issues :

1.

Launching of Anti-Littering And Waste Segregation Campaign

Sibu Municipal Council has been promoting the environmental movement since Council’s Local Agenda 21 initiative was launched in year 2001.  Various environmental projects such as household recycling, waste composting and garbage enzyme programmes have been implemented  and such activities are eventually integrated in our living style.

However, the phenomenon of littering is getting more serious over the years.  Disposal of waste such as plastic food wrappers and tissue while driving can pose danger to the other road users as well as waste disposal into the river can threaten the natural ecology of the creatures in the water.

Council will strictly enforce the regulations to ensure compliance from the members of general public in order to create a clean and healthy urban environment. As such, the compound fees for  Littering shall be reviewed and   maximum  penalty of  up to RM500.00.

Waste segregation is another important agenda in line with Council’s Local Agenda 21 initiative.  Council has spent RM328,776.00 monthly for refuse collection only.  The expenditure of  refuse collection from household and commercial areas has been gradually increased and lacking of landfill will be a main influence to determine a sustainable solid waste management in future.

Therefore, Council has initiated to launch the Waste Segregation campaign this morning whereby Council is leading government departments, schools, NGOs and enterprises to be actively participated in this green environment project.  Public are reminded  to adopt the 3R concept: Reduce, Reuse and   Recycle towards a successful waste segregation project.  For example, NGOs can collaborate with enterprises to organize environmental oriented programmes to enhance public awareness.  Most importantly, Education on Environmental movement inclusive of our roles to  the environment should be instilled on children from parents, schools and relevant authorities.

 

2.

Illegal Parking at Five-Footway

Council would like to emphasize that stern action would be taken against errant motorcycle owners.  In fact, many reminders and notices have been made to alert motorcyclists that indiscriminate parking will endanger the safety of pedestrian along five-footway.  Apart from that, shops dealing with sales and services of motorcycles should be refrained from occupying the five-footway for trading activities.   It is obviously seen that parking lots installed with anti-theft metals bars were mostly under-utilized.   The fine for illegal motorcycle parking shall be reviewed in order to ensure full compliance and cooperation from the members of general public.  Public can lodge any issues related to illegal parking along five-footway to Council through Hotline: 084-310808.


3.

General Hygienic and Sanitary Practices For All Food Operators

Cleanliness is a major force in attracting foreign tourists in conjunction with Visit Sibu Year 2017.  All food operators and hawkers are urged to use clean aprons, hand gloves, and head wears in any food preparation.  Council will compound the food operators who failed to comply the licensing requirement. Cooking utensils and crockery shall be cleaned and kept in good condition.  Broken glasses and obsolete serving utensils should be replaced immediately to avoid bad impression from the customers particularly the tourists.

Poultry Rearing By Residents On Commercial Scale at Residential Area

Council have received numerous negative feedbacks from members of general public on rearing of poultry on commercial scale at Kampung Bahagia Jaya, Teku and resettlement Scheme area.  The land owners are urged to stop such rearing activities as it has breached Temporarily Occupation Licences  issued by Land and Survey Department.  Council would take stern action against the land owners who are being found causing the nuisances within any residential area.


5.

Assessment Bills 2017

All assessment bills for 2017 for properties within the jurisdiction of Sibu Municipal Council have been dispatched to all property owners.  Copy bills could be obtainable from SMC Counter located at Urban Transformation Centre Sibu during operation hours should one does not receive the said bills for whatever reasons.  The property owners who have overpaid the assessment bill last year will be deducted from assessment bill this year.  Public are advised to contact Council Rating and Valuation Section through 084-333411 if there is enquiry about the assessment.


6.

Ching Ming Festival

Similar to previous years, Council will allow selling of flowers and candles 14 days before the actual day of Ching Ming.  The area allowed for such activities are road side along Jalan Teng Chin Hua after Kwong Ann Crescent , Sg Merah Town Area and Deshon/Brooke Drive junction.

I would like to remind all those who are selling flowers and related items along road side to observe cleanliness strictly.  Such sales are not allowed anywhere in the town centre except five-footway in front of those existing floral shops subject to application and payment of service fee.  Council will not hesitate to take compounding action against offenders.
